Have not had to deal with this yet, but up to management level it appears to be quite possible.

I have been told that the move to senior is a couple of year process and the easiest of the transitions. Beyond that, the city would require that position to be filled before moving any further.

There is a promotion cycle but good work is rewarded especially after your first few years. It is hard to move faster than the promotion cycle.

Generally by tenure, but with the introduction of the new system, there are opportunities to be considered for newly vacant roles internally.

I would say comparatively there are a lot of opportunities for an individual to progress in their career based on the sheer size of KPMG.

You cannot move up the ranks until the additional tax qualification is completed successfully and you have worked for the company for 2-3 years. They are currently changing the promotion model for consultant to senior consultant which will see exceptional candidates move from consultant to senior consultant within 1.5-2 years.

Fairly standard promotions in first few years. More difficult to get promoted to manager and above

I think that all it takes to move up ranks is confidence and showing that you have the capability to perform the work at the level that you are aiming to go to.
